PTCA News and Social Media Commission Charter

AUTHORITY:
The Illinois Not for Profit Corporations Act empowers the Board of Directors of The Park Tower Condominium Association to establish Commissions to make recommendations to the Board. The Board, pursuant to this authorization hereby forms the News and Social Media Commission. It shall be called the “News and Social Media Committee”.
PURPOSE:
To inform, to educate, and to encourage dialogue on matters of importance to the Association – and to achieve these goals by employing websites (PTCondo.com and dkcondo.com), the newsletter (Tower Talk), management communications, and other media (eg, Facebook and Twitter) as shall be deemed appropriate.
MEMBERSHIP:
Membership on this Commission is restricted to both resident and non-resident owners and to renters. The Board shall appoint a Chairperson by resolution. The Chairperson may recommend and maintain reasonable guidelines for appointment to, and continued membership on, the Commission. Before becoming eligible for membership, persons should have attended at least two scheduled meetings of the Commission and be recommended for appointment by vote of the Commission. Board members and Management personnel may participate in meetings and attend to tasks and activities relevant to chosen media, but they may not act as official members or participate in Commission votes. Similarly, non-Committee owners and residents may participate without being members of the Commission. The Board shall appoint a Director to act as a liaison between the Commission and Board for consultation, guidance and communication.
PROCEDURES:
- It is the duty of the Chairperson to expedite routine work of the Commission, such as convening meetings and preparing and distributing both agendas and reports to the Board.
- Meetings should be held as needed.
- The Commission Chairperson may appoint members to research and perform tasks that advance the goals of the Commission, such as photography, writing or editing articles, online posting, management of the website and social media. Persons who are not official members may also participate in work of the Commission.
- The Commission, through its Chairperson, is expected to work with the Management, but shall not provide direction thereto or supervision thereof.
- As a rule, the Commission should submit drafts of materials not previously appearing in any of its chosen media to the Board of Directors and Management for review prior to dissemination. As a practical matter, the Board and/or Management may waive that requirement for certain types of content (eg, Calendar items, re-edited items and inclusion of supplemental materials).
- The Commission shall not have spending authority nor shall it be authorized to give direction to consultants or contractors that may be engaged for services provided to the Association, unless specifically authorized by the Board of Directors.
- The Commission may consider including articles, notices and other information from the Board, Management, non-member residents or other sources. The Commission is authorized to solicit advertisements for consideration in its chosen media, with rates established by the Commission.
